CALL TO ORDER
Temporary Chair Leclerc called the meeting to order at 6:31 p.m.
NOMINATION OF OFFICERS
Don Pitkin placed in nomination the name of
Marcia Leclerc as Chair of the Fees Committee.
Marc Weinberg seconded that nomination.
Don Pitkin placed in nomination the name of
Marc Weinberg as Secretary of the Fees Committee.
Marcia Leclerc seconded that nomination.
MOTION By Don Pitkin
seconded by Marc Weinberg
to close the nominations and have the secretary cast
one ballot for Marcia Leclerc as Chair and
Marc Weinberg as secretary of the Fees Committee.

ADOPTION OF RULES GOVERNING MEETINGS
MOTION By Don Pitkin
seconded by Marc Weinberg
to adopt the rules of the Chair as the rules governing the
meetings of the Fees Committee with challenges of the
rulings of the Chair being resolved in accordance with
Robert's Rules of Order as currently adopted by the Town Council.

to hold meetings at the call of the Chair.

APPROVAL OF MINUTES
July 31, 2007 Meeting

to approve the minutes of the July 31, 2007 Fees Committee meeting.

OPPORTUNITY FOR CITIZENS TO SPEAK
Marc Nicol, Director of Park Planning and Development for Riverfront Recapture, gave a brief overview of the Master Plan of the Riverwalk Park System. He spoke in favor of the fee waiver for the Lincoln Financial Sculpture Walk.
OLD BUSINESS
Circle of Life: Arts for All Lease (Community Cultural Center)
After a brief discussion on the information received from previous meetings, the committee acted on the following:

to recommend to the Town Council to approve the lease renewal for
Circle of Life Arts for All, Inc. at the property known as 50 Chapman
Street in the East Hartford Community Cultural Center, more specifically
as follows:
· Three rooms on the south-east side of the lower level of the building (3,404 s.f.) for 5 years beginning
on March 1, 2008 for the cost of $1.50 per s.f., with annual cost increases of .15 cents per s.f. on
the annual anniversary (see below)* *, and with the following stipulations incorporated into the lease:
1. The lease is not transferable
2. No other organization or non-profit may utilize the space.
** March 1, 2008 1.50 s.f. $5,106.00
March 1, 2009 1.65 s.f. $5,616.60
March 1, 2010 1.80 s.f. $6,127.20
March 1, 2011 1.95 s.f. $6,637.80
March 1, 2012 2.10 s.f. $7,148.40

NEW BUSINESS
Zoning Application Review Fee
Based on the information received by the Town Council from Inspections and Permits Director Bonnie Nichols when this item was first referred, the committee acted on the following:

to recommend that the Town Council approve a zoning application fee of
$15.00 per application.
Motion carried 3/0.
Riverfront Recapture – Lincoln Financial Sculpture Walk
MOTION By Don Pitkin
seconded by Marc Weinberg
to recommend that the Town Council grant Riverfront Recapture a waiver of the fees for Phase II of the Sculpture Walk to be installed along the walkways
between the Founders and Buckley Bridges in the Spring of 2008; fees
associated with the project may not exceed $1,000.00.
